Western Butler County Authority New Administration Building

Construction was recently completed on a new 8,000 SF Administrative Building with an attached 3,000 SF garage for the Western Butler County Authority (WBCA), with HDG providing architectural and interior design services. Situated on a parcel adjacent to WBCA’s existing wastewater treatment plant in Zelienople, PA, the building includes a lobby, customer service area, public meeting space, staff offices, an open office area, and a five-bay garage.

Sustainability and environmental stewardship are core values for WBCA, and the building design incorporates a range of sustainable features. These include energy-efficient systems, solar panels for renewable energy, and stormwater management through multiple green roofs. Glass partitions in the private offices, combined with a clerestory above, bring natural light deep into the central open office area.

The design also prioritizes indoor air quality and occupant comfort. Materials were carefully selected for durability, recyclability, and minimal impact on air quality, with low-emitting and non-toxic options used throughout the building.
